    Looks to me as though something happened around October 2002
    which pushed defra to push the University into shot gun
    marriage. Perhaps pressure from House of Commons Select
    Committee (they had been pretty scathing).

    Round about that time (Spring 2003) TMA Wilson went.
    Was he pushed, did he jump, or did he just reach retirement age?
